Location awareness in sep 12.1

In location awarness selection criteria there is an option to

client computer connects to management server

For corporate location i have given a criteria

If client computer does not have any of the IP addresses listed below (and put the VPN IP ranges there)

AND

- Client computer connects to management server
 

And this works fine without issues ,

My question is by client computer connects to management server , does it mean it will poll all the  servers in the management server list or will it only poll the management server in the same site.

Because if the it polls only the management server in its own site and that  is down all the servers will go to default location .

I think it should be for all managament servers , just want to confirm
